Group files petitions to put recreational marijuana on North Dakota's November ballot

Organizers of a ballot initiative to legalize recreational marijuana in North Dakota submitted petition signatures on Monday, likely setting up another statewide vote on the issue that voters and state lawmakers have previously defeated. The New Economic Frontier measure group submitted more than 22,000 signatures, sponsoring committee chairman Steve Bakken said. Secretary of State Michael Howe's office has until Aug. 12 to review the petition signatures.

Moldova's Socialists field 'unified opposition' candidate in presidential poll

Moldova's Socialists, the ex-Soviet state's largest opposition party, put forward a dismissed prosecutor general as a "unified opposition" candidate on Monday to challenge pro-European incumbent Maia Sandu in an October presidential election. Sandu, who has made securing European Union membership the cornerstone of her policies, is seeking a second mandate in a poll held alongside a referendum on joining the 27-nation bloc. The pro-Russia Socialists say they do not oppose the campaign for European integration, but accuse Sandu of using the referendum as a vehicle to win the election.

Rwanda says it is aware of the UK's intention to terminate contentious deportation scheme

Rwanda's government says it is aware of the United Kingdom's intention to terminate its plan to deport asylum-seekers to the East African country. In a statement late Monday, the office of the Rwandan government spokesman said the deal had been initiated by the UK “to address the crisis of irregular migration affecting the UK — a problem of the UK, not Rwanda.” This is the first time Rwandan authorities are officially commenting on plans by the UK's new Labour Party government to cancel the scheme, which drew criticism from human rights watchdogs and others as cruel and inhumane.

A Pentagon program to replace some of its aging intercontinental ballistic missiles will be years behind schedule and 81% over budget, the U.S. military said on Monday. The project, now named the Sentinel intercontinental ballistic missile program, is designed and managed by Northrop Grumman, and aims to replace aging Minuteman III missiles. The program is estimated to cost $140.9 billion, up 81% from a cost estimate in September 2020.

The new Sentinel nuclear warhead program is 81% over budget and is now estimated to cost nearly $141 billion, but the Pentagon is moving forward with the program, saying that given the threats from China and Russia it does not have a choice. The Northrop Grumman Sentinel program is the first major upgrade to the ground-based component of the nuclear triad in more than 60 years and will replace the aging Minuteman III intercontinental ballistic missile.
